HYDERABAD, MARCH 30. A Senior Congressman and head of the Other Backward Classes cell of the All-India Congress Committee, P. Shiv Shanker, resigned from the primary membership of the party today.

Mr. Shiv Shanker, who has held several key portfolios in the Cabinets of Indira Gandhi and Rajiv Gandhi, was apparently annoyed over the manner of selection of candidates for the elections. At a press conference here, he said he would not reconsider the decision. He had no plans at the moment to join any party, either. He alleged that the party was not fair to the weaker sections in the allotment of ticket. Of the 68 Assembly seats declared in the first list, 40 went to the "upper castes." This was not even half of the 30 per cent seats promised to the weaker sections. The same was the case with the Congress' alliance partner, the Telangana Rashtra Samithi (TRS), which gave only four of the 16 seats to the weaker sections in the first list
He was personally against the division of Andhra Pradesh as it will lead to unhealthy increase in existing conflicts with in the Telangana and further demands of separation in other places.
He supported the demand for Muslim reservation in jobs and educational Institutions and wondered despite so many commissions recommending such measure’s none was implemented.The Sachar and Ranganathan Mishra Commission reports have strongly recommended reservation to Muslims and as a weaker section of Indian community the OBC Muslims constitutionally qualify for reservation.

What Mr.Shiv Shankar fails to clarify is How during Mrs.Indira Gandhi’s and Rajiv Gandhi’s tenure Golden Temple and Babri Masjid were targeted to appease saffron politics.It was Dr. Karan Singh the then president of VHP in 1982 who started the Ram Temple movement on Mrs.Indira Gandhi’s dictates after the Meenakshi puram conversions as a reaction to arrest spread of Islam.During the tenure of his Union Ministry and Congress rule serials of Ramayana,Mahabharata gave strength to Ram Temple movement.
The Ayodhya Ram Temple movement was patronized by him and Buta Singh as a Union Minister loyal to Arun Nehru,during Rajiv Gandhi’s tenure as Prime Minister.Mr.Shiv Shankar never spoke against the Anti-Sikh Massacre of 1984 though I still remember meeting him at his Minister Bunglow when entire Delhi was burning and sikhs were being pulled out from their houses and burnt.
He played a crucial role by advising V.P.Singh former Prime Minister of India on Implementation of Mandal Commission which benefited his OBC caste.While he cannot cite one such effort for Muslims through out his career.Is he any different from Late PV Narsimha Rao in his bias against Islam and Muslims.May be all those who come from the era of Nizam’s rule "Huzoor saheb" can never forget the treatment they got from the erstwhile ruler of the state of Hyderabad?
