Census or spying?

It is 7th stupendous census after independence of our country. We are hearing the demands from the people that caste columns should be comprised for this census, Vira Shiva religion should be included as separate religion etc. Though we are pondering to change the census more as pro people, Government is thinking towards how democratic India can be changed in to police state? It is using this census to get all information of its citizens to spy on them.

It is not only the purpose of 15th census to enumerate population. Collecting details of  name, religion and gender of nearly 120 crore  people with Bio metric-  physical and biological signs - of every Indian who crossed 15 year and preparing National Population registry (NPR) is main purpose of the census. In this time people should provide their Photos and Biometric details- finger prints and cataract scan- with normal details. What is the purpose here?

According to government these details of 64 crore matured people of country will be registered and no one can duplicate it.

These details will be provided to UIDAI – Unique Identity Card Authority of India.The authority led by Nandan Nilekhani will give a 16 number identity certificate to each citizen on the basis of the details provided by National Population Registry (NPR). The finger prints and other details which have been comprised in NPR would be provided to the National Intelligence Grid – NATGRID, newly formed agency by govenment. NATGRID will operate directly under the home minister and no discussion will be held in parliament on its affairs.

NATGRID also obtain the information about the citizen of this nation from other 21 sources. It obtains information of citizens about their train and air travel, bank accounts, credit cards, Passports, Visa, PAN card details, records related to land or other property, vehicle purchasing from concerned offices. All telecom and internet services must be linked up with NATGRID. Moreover Indian parliament made an amendment for Information Technology Act-2000 in 2008 and according to the section 69 of this amendment “With the interest of unity and integrity of India… to prevent any type of crime or to investigate the crime, government can obtain any information secretly, which exchanged in computers, even without permission from the court”.

Government has formed NATGRID to collect the private and practical information of individuals and to watch the all affairs of the citizens closely. The information which saved in NATGRID would be provided to Intelligence Bureau (IB), RAW (Research and Analysis Wing), CBI (Central Bureau of Investigation), National Revenue Intelligence Network and other eleven governmental Intelligence agencies. Thus here onwards Indian people do not have any private life and an eye will be observing their activities! The information collected for NPR and unique identity code which everybody must be possessed will keep citizens under the spy. Because once the distribution process of these identity cards concludes, it will mandatory to use these sixteen number cards, if anyone wants to get any amenity from government, for instance; to open bank accounts, to buy vehicles. These codes will be amassed in the central computer in the places like banks, Insurance companies, vehicle centers, train stations and airports, where we deal with. And these computers will be directly linked up with NATGRID. In this way we have to put our activities in front of spying. Census is being conducted for this purpose.

In fact Indian census process will be held under Indian Census Act-1948. According to this the information which has been collected from the people will be coverted and won’t be provided to any institutions including courts. In fact census is conducted to know about population growth in the country. But information which is being amassed for NPR, is collected under Indian Citizen Act and Registration of Citizens and Issue of National Identity Card Rules-2003. Concept of NPR was first generated by K.Subrahmanyam, intelligence chief in Vajapayee Government, after Kargil war. Later L.K.Adwani led Home Ministry decided to make a law to empower the spying in coastal areas. As part, later UPA government started distribution of Identity Cards. After 26/11 attack plans for Unique Card and NPR started with celerity.

Identity Card, Population Registers and Intelligence Grids - which began in the wake of terror attacks and to prevent such attacks - are making all citizens as probable terrorists and going to spy on whole citizens of the nation.

Can it prevent the terrorism in the future?

When we look in to this plan in international level, it seems something ridiculous and grim.  Such Biometric Identity Cards are in practice in some European countries, but could not prevent the terrorist attack in Oklahoma. The terrorist who attacked on Oklahoma had several biometric cards. A group which was in racket of making such duplicate biometric cards was arrested by police in Thailand in 2006. Those who attacked World Trade Centre in 2001 September 11 had managed to get all types of identity cards and hijacked airplane for attack! Consequently several nations gave up the Identification Certificate Plan. In England citizens are fighting against government opposing such type of Card process and registering private information of the people in National Registry.

Moreover there are so many evidences that several innocent people were punished because of this plan. In 2004 a huge bomb attack held at Madrid in Spain. Police started to search a person on the basis of biometric card information. But it was devulged during investigation that person was in an American jail for past four years in another case. It puts a question mark on credibility of the biometric identity cards. American courts acquitted hundreds of people who were detained by police on the basis of finger print. For this reason America and some of European nations had given up the entire Biometric Identity Card Plan.

But there is another conspiracy behind implementation of plan in India. As already observed, all about daily lives of citizens will be amassed in NPR and NATGRID and details about bank, Insurance, Telecom, Vehicle Sales and Travel will be registered in that. It gives unprecedented information on consumer character of the people. It was the reason to Indian Government to implement Credit Information Companies (Regulation) Act 2005. Such Credit Information Companies will provide information about debtors and debits for loan providing agencies. It uses number which has been provided in unique identity card to get such information. They can know every information; for instance Buying capability of individual, his bank business, insurance details etc; with just a click. We call it as ‘Market Intelligence’, means every enterprises get knowledge of needs of its consumers.

It was widely discussed about using unique card for business purpose in 11th Five Year Plan report. However it was estimated that by giving such service Unique Card Authority can get 250-300 crors of rupees profit per year!

In essence, it is also a reason behind 2010 census process. It alters the relation between the citizen and state in our country perpetually. Our states only our representatives in international level and it has sovereignty. But Inside the nation citizens should be pocessed it and here state is servant for people. But these things as Unique Identity Card, NPR and NATGRID will give the sovereignty to nation on its people. It may lead to dictatorship. It looks a citizen as consumer or probable terrorist but not as a sovereign citizen. Exploited and deprived community will become victims here.

But people of the country are not aware of it. Now it is only computation of house. Real details will be gathered in 2011, February. Before this people should wake up and should make movements to stress the government to give up NPR and NATGRID.
